看到 {u tunneling_ip : u 172.16.40.2 , u devices，发现有 tunneling_ip, 想到了 Linux bridge agent 服务，于是检查 neutron 服务

可能之前重启 neutron 相关服务的时候导致 linuxbridgeagent 服务 down 了，所以出现以上报错 重启下服务应该就没问题了
# systemctl restart neutron-linuxbridge-agent.service再重新创建云主机，发现创建成功。
